Dax Alexander
Dax Alexander, P.E.
President

As a Project Engineer, Mr. Alexander has several years experience in road improvements, private site plan design, drainage and stormwater detention design, utility design, municipal drainage projects, road corridor studies, drainage studies, and water system analysis. As President, he oversees the daily operations of this progressive firm and provides supervision to the staff with design of public and private projects along the Mississippi Gulf Coast. He strives to stay on the forefront of innovation and technology that helps clients meet their goals more effectively.

Bill Mitchell
Bill Mitchell, P.E., P.S., CCM
Vice President

Mr. Mitchell is a Registered Professional Engineer, Land Surveyor and Certified Construction Manager. He received a Civil Engineering Degree and Master’s Degree in Public Policy and Administration from Mississippi State University. Mr. Mitchell has over 40 years’ experience in Civil Engineering and Construction Management and is very knowledgeable of construction practices and regulations along the Gulf Coast and within the State of Mississippi. He has been actively involved in the civil engineering study and design of numerous projects related to water, sewer, and storm drainage; road and highway improvements; waterfront developments and beach erosion / beach renourishment for various municipal and county governments. His expertise has enabled him to be involved with numerous Planning Committees and Community Boards.

Benjamin Smith

Mr. Smith is an experienced Project Engineer with several years experience in road improvements, traffic analysis, private site plan design, drainage and storm water detention design, utility design, municipal drainage projects, drainage studies, and water/sewer system analysis. In 2013, Mr. Smith was named a Vice President of the firm.

Chris Williams
Chris Williams, P.E.
Professional Engineer

Mr. Williams is presently working as a Project Engineer for projects being designed and constructed at the Mississippi State Port at Gulfport - construction costs totaling $86 million. During his tenure at BMA, he has also been involved with design of water and sewer systems, drainage and road improvement projects. His duties have included conceptual layouts, design, utility and permit coordination, construction administration and project budget management.

Kevin Mullen
Kevin Mullen, P.E.
Professional Engineer

Mr. Mullen is a Project Engineer whose primary role involves preliminary and final design, utility and permit coordination, construction observation activities and project budget management on various municipal and private developments. He has worked on a number of major projects involving federal and state funding and has extensive coordination experience with FEMA / MEMA, MS Department of Environmental Quality and several other agencies. A majority of these projects included project management of the Hancock County Utility Authority for construction of their Gulf Region Water & Wastewater Plan Projects - over $100 million total construction. Funding for these projects was provided by Community Development Block Grants as a result of the devastation resulting from Hurricane Katrina. He has also been involved with design of water and sewer systems, drainage, sitework and road improvement projects as well as updates to master plans to assist casinos in obtaining approval of proposed expansions or ancillary facilities.

Grady Martin
Grady Martin, P.E.
Professional Engineer

Mr. Martin is a Professional Engineer with experience in municipal water and sewer systems, roadway improvements, construction administration, utility coordination and site plan development. He has been directly involved in the design and construction administration of several infrastructure improvement projects throughout the City of Biloxi and numerous drainage and roadway projects along the Coast. Mr. Martin also has extensive experience in computer modeling water and sewer systems.

Nick Gant, P.E.
Professional Engineer

Mr. Gant is a Project Engineer  with several years' experience with water, sewer and roadway infrastructure repairs, as well as site planning for large scale residential, commercial and recreational projects. He joined the BMA team in 2017 and is licenced in both Mississippi and Alabama.

Lucas Lizana

Engineer Intern

Mr. Lizana is presently working as a Engineer Intern assisting Project Engineers with planning, permitting and designing water, sewer, and roadway projects. Experience with previous firms included design assistance and construction administration on infrastructure and waterworks improvement projects in Louisiana as well as experience in coastal projects such as floodgate and levee construction. This work involved cost estimation, project documentation, structural analysis and material estimation.

Jason Saucier
Jason Saucier 
Environmental Scientist 

Mr. Saucier is a professional marine biologist with experience in environmental permitting, storm water pollution prevention and management, wetland delineations, mitigation plan development and implementation as well as, threatened and endangered species surveys.
 
Prior to joining BMA in November 2015, Mr. Saucier worked as Director of the Scientific Collection Permitting Program, as well as Director of the Live Bait Shrimp Licensing Program, and Sport Fish Restoration Coordinator for the Mississippi Department of Marine Resources. He has extensive experience with wetland permitting, stormwater inspections, and storm water pollution permitting while working with other engineering and environmental consulting firms. He also holds a HAZWOPER & HAZWOPER Supervisor Certification.

Mr. Otto is a Professional Land Surveyor with experience in land and marine surveying. He has performed a wide variety of surveys including boundary and topographic surveys, construction layout, flood insurance elevations, tree surveys, and hydrographic surveys. He is also familiar with title and deed information as well as the preparation of easements.

As CADD Production Manager, Mr. Dern offers valuable expertise in drafting and design with 39 years of experience. He has worked on numerous public and private projects, coordinating very closely with the Project Engineers on site development plans to provide grading and drainage, utilities, lot layout, parking, and traffic flow design. He has also assisted with several resort developments along the Gulf Coast which have included conceptual site plans, parking design, renderings, subdivision planning and utility layout.

Keith Dern

Ms. Ellerman has over 32 years experience in design and AutoCAD drafting in civil, survey, marine and environmental projects. She works closely with Project Engineers to provide plans for grading and drainage, utilities, site development, parking improvements and other pertinent project design.

David Towles

As CADD Operator, Mr. Towles offers valuable expertise in drafting and design with 12 years’ experience working with AutoCAD 2000-2016, Microstation J, Eaglepoint, PLS-CADD and Civil 3D. He has worked on numerous public and private projects, coordinating very closely with Civil Engineers and Surveyors on fabrication drawings, boundary survey drawings, and 3D drafting of utility systems including topographic features. He has also designed subdivision plans under the direction of the Engineer which included design of gravity sewer systems, water runoff and retention.

Mr. Dove is a Resident Project Representative (RPR) with over 42 years of experience in construction observation and construction management for various types of projects including road / highway improvement projects, waterfront projects and water / sewer improvement projects. With BMA, Mr. Dove is responsible for monitoring construction progress, field support and liaison with the project engineering staff. He has also assisted with project design, cost estimating, and field surveys, as well as construction administration for numerous Tidelands Grant (waterfront) projects.

Mr. Fellows is a retired Navy Seabee (Senior Chief) with 27 years experience in the construction industry. He joined the BMA team in 2013 as a Resident Project Representative and oversees all aspects of construction operations to ensure adherence to the plans and specifications during construction. He  oversees construction of water, sewer and transportation improvement projects as well as projects at the Port of Gulfport.

James Featherston
Resident Project Representative

Mr. Featherston is a retired Navy Seabee with over 25 years experience in construction observation and management; quality assurance and control; contract review and compliance; and project planning and estimating. He joined the BMA team in 2014 as a Resident Project Representative and oversees all aspects of construction operations to ensure adherence to the plans and specifications during construction. He oversees construction of water and sewer improvement projects.

Ms. McCampbell has served as Office Manager of Brown, Mitchell & Alexander, Inc. for 23 years. Her numerous functions include Human Resources/Employee Relations, Accounts Receivable / Payable, Contract Administration, Fleet Management, Maintenance Supervision and Payroll.

Michelle Phillips

Executive Assistant/Office Manager

Ms. Phillips has served as Executive Assistant to the President of Brown, Mitchell & Alexander, Inc. for 20 years. She provides extensive administrative support to Upper Management utilizing Microsoft programs, performing accounting related tasks, coordinating their schedules, and serving as liaison between both Mr. Mitchell and Mr. Alexander and their clients. As assistant to the President, she provides support to numerous professional and civic organizations affiliated with the President and organizes many company functions. With exceptional organizational skills, her support to Upper Management allows them to perform proficient project design, administration and timely project completion.

Office Manager - Biloxi Office /Administrative Supervisor 

Ms. Gallé is the office manager in our Biloxi office and oversees the construction administration and contract documents for our projects ranging from Biloxi to Pascagoula.  She is also an experienced Specifications Technician with extensive experience in a wide range of civil engineering projects. She is very familiar with the proper technical writing format of specifications and procedures for projects with various funding sources, assisting the engineering staff in the development of clear, concise specifications and meeting project regulations and milestones. She is also familiar with specific software utilized by local, state and federal agencies for project administration, including MDOT’s Site Manager.

Ms. Shaw is an Administrative Assistant and Specifications Technician with experience in a wide range of civil engineering projects. She is very familiar with the proper technical writing format of specifications and procedures for projects with various funding sources, assisting the engineering staff in the development of clear, concise specifications and meeting project regulations and milestones. She is also familiar with specific software utilized by local, state and federal agencies for project administration, including MDOT’s Site Manager.
 As Specifications Technician, she is responsible for all aspects of technical specification production, coordination of the bidding process with project owners, engineers, and contractors and assistance to Project Engineers with contract administration through project completion. In addition, she provides administrative assistance to the staff to help ensure smooth day to day operations.
