Mr. Rackley has extensive experience in transportation engineering and, as the State Aid Engineer for Harrison County, he manages and provides design for numerous MDOT projects as well as oversees bridge inspections. In his tenure, he has been involved with the surveying, planning, design, permitting, and project administration of public and private sector projects and numerous municipal projects. He was employed with A. Garner Russell from 1993 until 2018 when he joined the BMA firm. Mr. Rackley has worked on several projects along the Gulf Coast including U.S. Highway 90 Lighting Project, Debuys Rd. Maintenance Overlay and 28th Street Improvements.
Doug's professional expertise is in roadway design including interstates, state highways and local roads, county and city bridge design and inspection. He also serves as the Harrison County State Aid Engineer.
